If you stroll Wilshire between 15th and 16th on a work day, you might notice a high number of handicapped parking placards. There are a total of 18 metered spaces on Wilshire between 15th and 16th. On one recent day, NINE of those 18 spaces were occupied by a vehicle with a handicapped parking placard inside.
Now, UCLA Medical Center IS right there. Surely, many people with disabilities visit doctors there on a daily basis. Handicapped placards are critically important to the disabled and elderly. One might wonder, however, if some healthy people might be taking advantage of the handicapped placard system to park free in our parking-challenged city.
